CVCA’s value proposition is unique compared to the profit companies that assess the feasibility of HIE implementation and/or implement HIE and PHR systems. CVCA recognizes that technology is no longer the barrier to the effective implementation of health information technology. Rather, it is “culture” and fear that create the barriers to implementation. Our team, comprised of a practicing family physician, an innovative health and administrative systems analytical researcher, a former health informatics organization CEO and an accomplished HIE technology professional along with a team of administrative support professionals with decades of combined experience, have worked through these issues together, resulting in the successful implementation of EHRs, HIE, and PHRs in a rural region. Our different backgrounds and experiences come together in demonstrated synchrony in order to support the CEOs, CMOs, and CIOs in the implementation of technology within relatively new and unchartered territories.
Successes & Recognition
Successfully showcased alternative uses for NwHIN DIRECT technology standards for automated clinical alerts at the Cal eConnect-sponsored California Connects Showcase at the 2012 annual Redwood MedNET technology conference in Rhonert Park, California.
Invited to demonstrate the powerful combination of NwHIN Exchange Gateway and NwHIN DIRECT clinical messaging technology standards at the HIMSS 2012 ONC "Interoperability Showcase" in the California Section.
At HIMSS 2012, CVCA (as EKCITA at that time) and Medical Informatics Engineering (MIE) of Indiana received ONC recognition for meeting the National Coordinator's challenge
to establish an on-the-fly NwHIN standards-based connection and successfully transmit clinical data. EKCITA and MIE were the first to complete the challenge, and one of only two successful teams to complete an exchange of data.

The CVCA HIE team has been nationally recognized through invited presentations to CalRHIO, ONC, NIH, AHRQ, Cal eConnect, CHeQ and NRHA; and have had a peer-reviewed article published through the Journal of Health Information Management in April 2008 for our efforts. We have “in the trenches” experiences from concept to implementation.
CVCA has formally partnered with California Department of Health Services, State Office of Rural Health
(CalSORH) to deliver technical assistance and education regarding Health Information Technology.
CVCA is currently operating under a Cal eConnect, California's Public-Private State Designated HIE Entity, sponsored HIE Expansion Grant
to bring HIE services to Stanislaus and Fresno Counties. Funds for this grant were derived from the State of California's HIE stimulus funding from the US Federal Government.
CVCA is a member of the California Health eQuality
(CHeQ), a UC Davis Institute for Population Health Improvement (IPHI) managed HIO, community of practice for HIEs and HIOs, and has contributed to statewide efforts to standardize California's immunization registries, regulate the Health Information Service Provider (HISP) marketplace and support EMR/HIE integration standards via Cal eConnect and CHeQ advisory initiatives.
